this is probably a stupid question but i was wondering if yull get banned for downloading other saves

No, the makers encourage modders to have fun and expand upon what they have done.

Not even close.

If you're talking consoles, you'd be breaking Sony's or Microsoft's TOS and yup, console ban if caught.

Xbox code of conduct part B states: "Don't modify or hack game content to create cheats."

Modifying a game save, rehashing it and cheats, obvious no no.
