Sure, i downloaded modded gamesaves on Borderlands 1 when i completed the game and all its DLC because it wouldn't ruin the game experience for me. What fun would you get out of the game if you use these saves this early on?

You should do a save for each character where you start at the beginning of the game with all the skill trees maxed but the player is level one, if possible.

I understand why people are mad. I personally do not care about this. The only reason some people are mad is because this is the first step towards gun mods.. people already trade money for guns but the borderlands 'economy' as you say it will be turned to complete crap once people start modding guns. its going to go down hill unless you play single player the whole time. Modding your profile isn't as bad its just how much money u get with the account thats going to ruin the game, thats all.
