Internet speed problem

I have been having really slow internet and I have tried rebooting my computer and gateway(Uverse). I have taken many speed tests and ping tests(normal ping with no packet loss and low jitter). The speed tests start out fast then gradually slow down and then plummet to ~1mbps. Does anyone have any advice on how to fix this problem?
Win 7(latest updates)
Chrome(latest updates) and have tried firefox and ie
Toshiba Sattelite P875-S7200(google for specs though problem happens on all my computers(which I have all disconnected from the internet))

There isn't a thing such as "normal ping" and who is your ISP?

Your problem is,your ISP is bad,is it fibre optic or adsl?

Your problem is,your ISP is bad,is it fibre optic or adsl?

It's your ISP,you can't expect good speeds but they certainly shouldn't be that low,call your ISP if they don't fix it switch or if you want a good connection switch to a fibre optic provider or US equivalent
