I couldn't find this already posted so this was my finding, and prior knowledge of other game's pre-order incentives:

So i recently pre-ordered from Gamestop and received the 24 UT packs, but i was really looking for a way to get the others so, i went on the chat and this is what i found worked.

Go to help.ea .com (remove spaces)
when under contact us, use the game FIFA 2013 not FIFA 13 UT.
chose the in game option
and then chose your system, doing this will let you use the chat option instead of email.
I typed in basically the same message you could use for Madden 13 which was

(don't immediately paste this say hi and their name first.)

Hi, I recently pre-ordered FIFA 2013 from (wherever you didn't pre-order) and did not recieve (whatever the incentive you want). I contacted (the same place you did not pre-order from) and they stated that EA would be able to supply me with a code.

Then give the person the right info for your console and you will receive your incentives with a code shortly from the person. if this doesn't work for you right away, try again. I did this for both the Adidas All Star team and the 10k bonus coins (multiple times so far)
