im sorry but you dont know shit, the only reason reason that anyone ever got arrested for a jtag is because of the fact that they used their consoles to play illegally downloaded games, thus violating several copyrighted laws - pirateing games.

The fact that you actually believe this is f*cking hilarious. For starters, Major Nelson is the Director of Programming and not a part of the Enforcement Team. Secondly, I'm pretty sure if he is smart enough to gain that position he's smart enough to know not to capitalise every word in a sentence and where to use punctuation. Finally, he would more than likely have posted this on his twitter or blog since it is in the form of an announcement.
