Frostbite engine wouldn't really work because of the loading screens from the outside to inside of buildings , Unless they took those out which I don't see them doing. And even then if you accidently fired a mini nuke in the wrong or something you could destroy a building vital to a quest.

Fallout is going to change , it's part of the evolution of the series , just look at the changes from FO1 and FO2 to FO3 and NV. Those changes were for the better and I hope the ones made in FO4 are too.
