Just got my new dual nand slim console today, I go to turn it on and it doesn't show anything with xex menu or anything.

I was wondering if the hdd is corrupted or what do I gotta do to show the xex menu etc

Please help me

Xex menu is a application/game just as any other game it needs to be installed.

I suggest you use the search bar and look for a guide, as there are more then enough of them and the install is fairly simple to understand.
