They offer it to you sometimes when your gold runs out.

You can't get it constantly because xbox only offers it once every few months normally.

actually what you do is sign up and select 1$ for first month when your period gets close to running out delete your card so become a silver member and just select that option ever time ive been doing it for 9 months now

it usally pops up on newer bought xboxs with new accounts for some reson but if you have had live and xbox for a while it dosent come up. At least thats been my experience with that deal lol.

It doesn't matter on the console its for everyone and the offer is pretty much always. It's only for new accounters though.
