Depends on what you mean, if you want some Mods in Matchmaking it's not possible, Gamesave wise.. that's really easy to do with a USB Device.

OT: You can mod you CR with Horizon, to get the highest rank.

Yeah, but don't do it all at once. You will have a higher chance of getting banned. Well, there is always a chance you will get banned if you mod anything online.
