I have to cut down on some things since you want:

-Monitor
-Speakers
-Gaming Keyboard
-Gaming Mouse

That could easily go up to $250+ which will affect your build a lot, which basically makes this a ~$750 budget for the build itself.

This will NOT run games on maximum settings if you're not willing to expend the budget a little bit. Which the best option is replacing the Graphics Card to the GTX 660 if you can. I found the HD 6950 at an good price on amazon (179.99) which will be capable on running games on high settings (not ultra). For the keyboard I'm going with a decent gaming keyboard which is not bad, it's a keyboard, has a few gaming features.. For the mouse I will go with the Logitech G400 which in amazon has an incredible price of 33.99 (normal price is $40-$45) which is slightly better than the Razer Deathadder and very comparable to the Razer Naga. Value wise and considering your budget, it's the best mouse you can get.s

This build will run LoL and TF2 just fine, a 6670 should be perfect for your needs.
