Ok I can see where they are coming from but.... If the person doesn't want a person who is cheating in their game couldn't they just kick them.

Also correct me if I'm wrong but didn't gearbox say that they supported the modding community (or something like that) and didn't want to release a tool because they were going to leave that to the modders.

Gearbox are not banning on any of the platforms, They don't care if you mod there savegames. They are not moderating there games as they are working on another game and there is no report system... There is no way for them to find out that people are hacking.

Please stop lying to people.

Thats an account ban so you have obviously violated the terms and conditions of xboxlive in your profile or modding games such as mw3 ect... Not BORDERLANDS 2!
