I do not have the new dashboard yet, But everybody on xbox should have it by the 23rd of October, This has been confirmed by the Xbox Support Representatives that I recently spoke to about this issue.
Don't worry, just be Patient. Only got 2 - 3 days to go now. Almost got it.
