Ever so slightly over budget, but it's a great bang for your buck machine. Initially I had it $20 under budget but replaced a cheap $10 generic rubber dome keyboard for this God tier CM Quickfire Rapid mechanical keyboard.

You asked for the best value and I delivered. It's as balanced as you can get.
The best $200 CPU out matched up with the most popular air cooler out there and a nice mid range board will easily net you a moderate overclock.
The XfX 7850 will rip through games like it's nothing and will probably overclock nice as well.
128gb Crucial M4 as a boot drive so loading times / freezing is basically eliminated. 500GB Seagate for pure storage.
Everything else is self explanatory.

Right in the sweet spot. The 7950's not THAT much better than the 7870, but it's a fine choice regardless.
