I don't think they will work with other armors.

-Recruit
-Recruit PRME

I'm guessing that as long as it has PRME next to the armor name, then the skin can be applied to that armor. But it looks like they are exclusive to that armor.

Yes, you can wear differnt skins on each of the armor peices because there not set where you have to wear the armor set to use the skin, but the skins are set to only a certain armor. For exsample, forest armor skin is for hazop armor only and so on...
