is there anyway u can add like 250 perk points so i can unlock the perks i want myself???

Yes there is a way to add 250 perk points, but be aware from level 2 to 81 you will receive 80 perk points. I usually add 170 points instead as it is the perfect amount to have no points left when you are finished leveling up. However, if your save has all levels maxed out and you are at level 81, with NO perk points 250 would be perfect.

(should be enough if i counted correct)
its an xbox save, i havent changed the .dat file into an .ess
it said u need the .exs

Its an xbox gamesave I do not know how to put it into computer format sorry!
Your text file is incomplete...I do not put in the player.additem codes for you. The first five or so are done, but the other 30 or so are not, plus I don't know how many of each item you want. Recheck your text file and resubmit.
