Its the modded character save. Where you are level 9999 and you can get 400k+ exp for killing a level 9000+ mob.

Why just edit your own save, instead of downloading someone elses?

Because I just got the game yesterday. Beat it already. I want to have that gamesave to help people get to 50 fast.

Hopefully your talking about helping people on here level up quicker... If not, then your gonna get reporting big time by randoms for being level 9999... You can mod your save to do that too. Mod your level and then you have to edit something in the Raw section of the save.
