You can so get in trouble for it.
You're bypassing the encryption methods placed on the USB drives.
Paragraph B of the code of conduct states:
Dont make unauthorized modifications to your account profile or its contents.
Content includes any savedata, maps, anything on your account. You're modifying that when you add a new map.
The real question you should be asking is "will I get caught?" The answer to that is 99.9% no.

I've never heard of anyone being banned for downloading maps as it would probably take a long time for Microsoft to even detect and isn't worth their time.
Some offenses warrant an immediate permanent suspension, including without limitation: hacking, modding, fraud, severe racial remarks, nudity on the Xbox LIVE Vision camera or Kinect camera, repeated creation of inappropriate gamertags or profile content, or posting viruses or URLs to viruses
It all depends on if this counts as "modding."
