i recently got the bugatti veyron and i am dying to test its top speed. also is it possible to disable cars in this game it pretty annoying.

You can go online in free roam with no traffic. Best place is on the highway in the desert area since it's mostly straight.

You can't really test the car unless there is no traffic, like he said.
