Do you want a team almost matching your budget, or just a team with a bunch of skillers?
Also, would you like a team with all possible 5* skillers and 9 chem, or just a solid team with a mix of 4 and 5 *?

Here's a squad for about 20k with 7 5* skillers.
You would get raped on the counter attack, but if you just want a fun squad then just use this.
I'll be making another team that might actually be usable.

Here is a squad with 6 5*'s and it costs just about 300k
If you want, swap Azevedo out with Filipe Luis and get IF Ronaldinho.

heres a mostly 5* squad just ur 2 CB's and your RB but ur RB is 4* and Luiz is 3 and dede is 2. The rest are 5*.
