i know the game is not out yet but on reach and ce there was a mod tool called liberty it modded campain and it was free and a very good mod tool

does any one know if the developersare making one for halo 4

im a little late to answer but 360revolution has a campaign mod tool for it. its under gamesave mod tools

more than likley yes, seeing as it was leaked nearly a month ago, i would safely bet that it is in development right now.
