2 Reasons People Do this:

1. They have the money.

2. Impatience.

These are real though. 90% I would say because people that work there or people in other country's ESPECIALLY CHINA. China produces the CD's for the most games like everything else. So, workers will take them because in China they make everything and they get low wages so they try to make an extra buck.

OP: It's quite dumb though! I'd rather wait until it fully comes out!
