how do you activate the mod menu? i downloaded the full version and replace it with other one then i resume the campaign need some help

Resume the campaign after selecting the save device that contains the modified savegame, shoot + reload and text will appear in the top left hand corner, ads (aim down sights) and knife to open/close the menu, left and right triggers to scroll x to select.

It wont let me replace it on horizon.it gives me an error. help?

You don't drag & drop the file into horizon and replace the ids as you normally would.
You have to use one of your savegames, drag that from your save device into horizon, go to the contents tab right click on the .svg and replace it with the modded savegame, save rehash & resign and resume campaign with the save device that has the modded savegame.
