I'm really not bothered if people are a higher level than I am when the game gets released. Another thing, you said that all the shops should release on the 13th and no earlier, but I'm pretty sure if you got offered 100 pound or around 130$ for a copy of Blops 2 you'd sell it to em.

well if its a high up shop, eg asda or game. They can be fined if they get caught.

Well, you've just answered your own query really. The reason they'll never release the game worldwide at the same time/day is because there'll always be the small retailers that'll sell it early for more than the RRP.
