you can either do solo or co-op whatever works

Go back again and make sure every mission is completed on Legendary. I'm not sure if having some missions done solo and some co-op make a difference in the outcome of getting the armor. I did all missions solo Legendary and got my armor instantly. If you have some missions done on solo and some on co-op, try and get either set completely Legendary and see if that makes a difference, or if you don't want to take the time to do that, just give it time and see if it ends up in your armor menu after a while.

The reason why you have not unlocked it yet is because you have watched the prologue video thing on legendary that might be the issue

thanks for the help every mission is done on legendary and even received all the achievements for it . Every one is done on co-op legendary with some also being done on solo . on that infinity mission i got lagged out of Xbox live when i had completed it so i think its got something to do with that but eh they will hopefully fix it in the next update

There's nothing wrong with watching the prologue video, I've watched it myself and still received the armor.

I'm not sure why people aren't getting the armor. I got it by completing Campaign on Legendary, but I do know you can receive the armor through Solo as well. I have the armor and completed Campaign but it says in my Service Record is (in progress).
