After buying an android phone on ebay (HTC desire hd), ive realised in the description, it is rooted, and running Ice Cream sandwich. Could someone please explain what this means, and how having a rooted phone makes it different?

you have full permissions on a rooted phone meaning you can add, do. or enable services/functions that are not normally accessible on the stock droid. ie free wifi hosting for other devices from the phone for free etc etc

Simple version: you can run custom roms and use apps that require root e.g. ScreenCast which records your screen etc...
