The reason why they put Nuketown 2025 is because of the launch weekend
Here is an article
Prior to the release of Call of Duty: Black Ops 2, which is shown in the slide-show above, the addition of the Nuketown 2025 map became a major pre-order incentive for the game. Treyarch insisted that this will be the only way that players would be able to obtain access to this multiplayer map.
Upon the release of Black Ops 2 fans that pre-ordered the game to obtain the Nuketown 2025 multiplayer map had the understanding that they would have access to this map in public ranked multiplayer matches at all times. Shockingly, today David Vonderhaar announced that this is not the case. Delivered through Vonderhaar's official Twitter account, the following statement has been given "Double XP weekend is official over. That means Nuketown 2025 / 24-7 is as well. I know. RIGHT? Don't kill the messenger. Nuketown 2025 / 24-7 will be back for special events. You can always play it with your friends in Custom Games."

Why are y'all complaining exactly? Like are you mad because you have to level up at the same rate as everyone else? It isn't that big of a deal.
