Dev kits are few and far between, and expensive.

Also keep in mind that they cannot connect to xbox live. Only Pnet, and that's useless to you.

Implying you can get on Partner Net anymore... Pnet is whitelisted only people with a GDN Level 4 account can whitelist people to get online... and barely anyone on the xbox scene has a GDN account never mind having level 4 access.

(And people who try to connect that are not whitelisted get permanently blacklisted.)
