Login / SIgn Up Submission Forms cannot be done in HTML alone, you need some back end code to Store the information in a Database.

PHP is definitely the best and most efficient way of doing this, and there are many Tutorials on the web to learn how to do this.

You can make a form but it wont work. unless you use PHP.
