i've looked online and it says you need to be at least past the horn of jurgen windcalled quest for them to ramdomly come to you... but i havent encountered at all today.. WTF!!!!!!! any reasons on why they're not finding me

ye i just keep fast traveling to cities and nothings happenin.. gettin annoyin now.. i paid for dlc i cant even play.. lol not fair
