Don't quote someone when you don't know what you're saying.
Having an adsense account don't mean you're partnered, it mean's you can monetize your videos and the money you earn from it will go to your adsense account.

If you're partnered you will be signed to a youtube network and from there you will have the ability to use a partnered background and receive more money and popularity.
