It says the partnership has been verified but I don't have the option to customize the partner bar... Also when I look at my channel it does not show the space where a partner bar can be placed. Here is a screenshot.

It has something to do with youtube's new layout, if you want to use the external features, like it says, you have to have good standing, which means every bubble is green, i noticed that your's dosent have a green bubble next to External links, Which needs to be green, so, what you have to do, is you have to put external link annotations on your videos.

if you're CMS partnered then you need to disable monetization...

You are partnered through YouTube not a network meaning the only partner feature you have access to is the ability to momentize through Google AdSense.

If it's through a network:

This is a common fault on YouTube's end.

You need to contact your assigned network, and have them resend your dashboard/partnership invite, and that'll fix it. You just gotta' re-accept it once it's delivered.
