My dad wants to use my old desktop for his security cameras. It is a nice desktop and I am worried about it being left on 24/7. He will clean the dust out once a month. What does leaving a computer on do to the hardware however? Would it be safe?

It really depends on how much is running on your computer, for security cameras it probably wouldn't be that much, so it should be safe as long as your computer has good airflow, or at least decent airflow.

I have a 7 to 8 year old netbook that has been running for 32 days, none stop, without hibernation. I'm sure the computer would be fine
