I'm not watching all 12 minutes of that, come on.

The light comes after both easter eggs. I've seen videos of people getting it to hit the street light and the light getting all electricy and stuff.

I think you guys are supposed to shoot at a certain area all at the same time. Like how you did with the EMPs.

Just a theory. What if these beams lead you to were the nav cards are its just you got to get lucky when you shoot it to have it show you where they are? Just thinking out the box.
