Watch means you can not connect at all. So that console being issued a console ban right after you bought it doesn't add up. Cause if you were IP banned then you wouldn't know if that console was banned. Also why buy 2 console right after a console ban? Either you are lying or you modified your console or something.

That person was NOT an xbox ambassador, even if he was, ambassadors do not have the power or authority to warrent an investigation into consoles or people, they just hel[ on the live chat on xbox.com

and as far as i am aware, only 1 person has EVER been black listed from the xbl servers and that is Eaton
