Yes it starts at 6pm and they said nuketown 24/7 would be back for special ocasions so I think double xp is a special ocasion so they might have it but I'm not sure

sadly im from uk and cant tell you the time it starts, however i am 99% sure it will be nuketown 24/7 as i remember reading something saying there only doing 24/7 nuketown on 2XP weekends

i think its only going to be double xp without nuketown because i think they would of said that it would be with nuketown but IDK
