Check to see if the wires are properly plugged into your PC/Monitor. It could be that one of them has come loose and thats whats causing it

I replugged in everything and made sure it was plugged in yesterday after I posted the topic and it still is the same. Could it be the video card?

no it isnt the video card or im sure we would all be seeing the blur you are talking about, i have a question the Monitor you are using is it flat screen or the old Box monitors ? also what resolution are you trying to run it on and what Hz is the refresh rate at? both of these if set wrong can cause fuzziness and noise on the screen

Only way to truly know is by testing it with another screen. Blurriness had nothing to do with the computer at all, just the monitor.

try setting the refresh to 50hz and see if it helps?
