1: It's by K/D Ratio of course. But also other Global stats help as well.
2: You must play a certain amount of games as well or you won't move up

Blue eyes have nothing to do with skill.
Each day you play earns you another tally mark, when you get up to 5 you will gain the blue eyes. For every day you don't play, you lose a tally mark.

Tally marks are only for some good games you have you don't just get all 5 tallies and rank up K/D and everything helps a little but mostly K/D. Just as empire stated. There's a topic on here somewhere that exains it in depth.

Everyone is kinda right. Your stats and how well u do have a lot to do with your rank status but for the most part to rank up u have to keep topping your previous record for each map. For the shotguns &. Blue eyes u need to get to at least 35 on each map including solo, 2ppl, 3ppl, and 4ppl. It's not soley based on one aspect or else treyarch would have made it too easy to rank up and lack purpose to having all the work teu put into creating the system and expanded stats.
