I got my new PC today the specs are :
i7 quad core 3.4GHz
16GB ram
2TB hard drive
nVidia gt630 2GB DR3
So i am trying to play GTA 4 on ultra settings but i am only getting around 10fps is the graphics card just crap or is it something else, i think it is the graphics card :/

try updating the driver? idk, im sure youve already heard that but I would try anyway or just look online.

Graphics card isn't good, and i'm pretty certain it's old.
Should've gone with something like an i5-3570k, 8GB RAM, and a Radeon hd 7850 or something along those lines.

i had nothing to do with it my mum surprised me , everything is good apart from the graphics card

no the graphics card is just a shitty card upgrade to a radeon 7850 or above
for nvidia go with atleaset a gtx 660+
