Well, Firstly - the graphics card is a AMD E-450 processor (1.65ghz),
It says "Duel Core" - sounds stupid but does this mean it will be 2 of that processor which makes it 3.3ghz or w.e?
Secondly, here is the overall specs, could it run GTA SA & GTA IV?
Dual-core AMD E-450 processor (3.3GHz I believe)
Windows 7 Home Premium 64-bit
Memory: 8 GB
Hard drive: 750 GB

No, it does not mean the CPU core clock is going to run at 3ghz. It's going to run at the speeds advertised because that is how a CPU works.
I'd be surprised if you were able to run Minecraft on reasonable settings, never-mind GTA which is more demanding and even less optimized.

The processor is not gunna do a very good job for much of anything to me lol
