I want to put 16 gigs of ram into my pc, but I keep seeing things that say I can only have 8 gigs.

Will all 16 gigs work in my pc?

Depends on your Motherboard...

Open it up!

if you have 4 slots ...

you can have 32 GB max, unless 64GB

all depends on the Motherboard

You can usually exceed the rated RAM capacity of your motherboard. There's also a 99% chance you would be wasting mone by adding more RAM because RAM only improves performance if it is in use.
