I wouldn't recommend a low-voltage i5 dual core like the 3470T. If he wants a cheaper desktop i5, he could get the 3350P or 3330 if he wants to have the integrated graphics as a fall-back option if he ever has to run it without a discrete graphics card. There's also the 3450 and 3470, but what you should get depends on what the pricing is at the time of purchase.

Re-did it with better stuff. Keep your current kit of RAM and add another 8GB for 16GB.

Yes. I believe all XFX PSUs are Seasonic.
