CPU Cooling- Corsair H100
Graphics- GTX 650 2gb
Motherboard- Asrock Z77 Xtreme 4
RAM- 8gb Corsair vengeance 1600Mhz
HDD- Western Digital Caviar black 1Tb (7200 RPM)
SSD- None yet
Case- Corsair Carbide 400r
PSU- Corsair TX 650
OS- Windows 8 64-bit
Any feedback on what I should change would be appreciated or rate it on a scale of 1-10

If you're going to make those changes, go with:
3570K or 2500K
AMD 7950 (Unless you can use CUDA or play only Nvidia-biased games, in which case get the 660 Ti)
Enermax ETS-T40-T.B. (Cooler and quieter than the Hyper 212 Evo, same price)
MSI Z77A-G43 (Plenty of board for this build)
A good low-capacity SSD like the [ Register or Signin to view external links. ] that doesn't suck.
There are tons of case options. Can't recommend the 410 without mentioning others like the Fractal R4, Zalman Z9, etc.

Also at my local micro center the 660 to is cheaper and just as good or better.

Yep, best qualty and features for the price. They're Sirtec units, same as the OCZ ZS series. And not everyone's going to live by a Microcenter.

If I can get a i7 3770k I will, why downgrade to an i5 3570. but other than that I think I will go with the 660ti instead of the 650 and I will get a SSD for the boot drive.

OP: Because why get what you don't need. Instead you can upgrade in other areas. I thought that was a given.
