This will not happen

1. The community Manager Josh Olin has already said it in interviews and Twitter that it will not happen.

2. This would loose them so many online players,

Josh Olin, Community Manager at Treyarch, confirmed via Twitter some while ago, that Call of Duty will never be pay to play.
