For Jelly Bean users, there should be a developer options at the bottom. It is the third to last option to click. USB Debugging is mid way down once you click on Developer Options.
I have the Galaxy s3 and this worked for me.

nice tut but using APTOIDE is just 100% easier and just Quicker and most of the time the apps are mostly Legit working 99% out of 100 of the time.
