Im attempting to make a new character with lots of health and deal a lot of damage. My only problem is I don't know how to build it. Any help is appreciated.

You should throw a couple points onto endurance if you would like HP. What kind of damage would you like to do the most of? Like unarmed, energy weapons, big guns, etc???

Intelligence is the best as it gives you more skill points each time you level up.
Strength - 5
Perception - 4
Endurance - 7
Charisma - 4
Intelligence - 9
Agility - 6
Luck - 5
That is what I would use as you can use the perk intense training to get special points added on.

Well for what you are asking you will need a high endurance if you want lots of life and I would definitely add points to Strength, Luck and Intelligence.
