The 660 ti is the better performer but it's still not a great deal considering other options.
Here's a 7950 that not only performs better in a larger variety of games, especially with updated drivers, but it comes with 4 brand new games that are worth more than half of the asking price of the card.

buy a amd card i have a hd 4890 they don't make anymore and it is better than a 5000 class and a little better than a 6000 class if i was you wait till the hd 8000 to come out soon.
plus i suggest you buy from overclockers here is the latest amd card plus with it you get a few game free with it.

OP The 7950 is a true value. I reccommend the GIGABYTE model. It is better than the others as it has aftermarket coolers. I have a friend who loves it and it keeps the gpu nice and cool.

It is of great build quality from my experience. It is better then its competition fan-wise and that is a deal breaker as it won't overheat as bad as another card when under a heavy load. Never used a xfx card how is it, maybe ill put it in a new build for myself?

You can't say that without numbers. Your experience means nothing unless you've tested all the options, and you've only used one. I couldn't say my MSI Twin Frozr III 7950 is quiet, fast, and cool for a 7950 because I have absolutely no way of knowing how it stacks up against the likes of the XFX, Gigabyte, Sapphire, and other coolers. Opinions mean nothing with things like this. I recommend the Gigabyte card when it makes financial sense and due to the fact that more surface area and more airflow tends to yield better thermal performance. Every measurement I've seen points to these Gigabyte cooler performing above the pack although they're often considerably more expensive.
