iPad 4 you mean mini?
Simple, the base version that iPad came with is 6.0. You can't go below than what it came on.

No I mean the ipad 4 the 3rd was the retina and after the fourth came out they got rid of the 3rd and kept the 2nd one because the only difference was the ipad 4 had better graphics so if they kept the 3rd they would be competing with them selves so like I was saying since the graphics and charger are the only thing different could I download the ipad 3 Ipsw 5.0 and install it because the only real difference is the graphics and I know this doesn't work for the other devices but given the circumstances about how close they are I was just wondering?

ohh and no. Every IPSW is made for every individual device. Can't use any other IPSW for a device.

The only way to downgrade is if you have a jailbroken device. Also, as Baseband stated, since the 4th gen iPad came stock on iOS 6, you can't force it below that. Why do you want to downgrade anyways? So you can jailbreak? It won't work anyways because the iPad 4th gen didn't come on iOS 5.1.1 so they could make a proper software exploit to implement the jailbreak for it. Just wait it out. There are already devs hinting that they will be out with a hardware exploit for all newer devices very soon. Give it a month or so. It'll come around. Just bare with the blandness a bit longer.
