Most deffinitly Scavenger, mostly because you can't really do much with a Tactical. Scavenger allows you to never run out of ammo or grenades. Whats's better then that?

If you haven't already done so I suggest you make ghost your first unlock.
Some people (who know nothing) may call you a "noob" or w/e for using it, but in BO2 ghost only supports rushers and is in no way shape or form associated with sweaty campers like it was in BO1.
Theres still loads of UAV spam, I'm a rusher and I never play team without it unless I'm with a team runnin uav-counter-vsat.
*Isomulous the Youtuber says you don't need ghost, he says that ONLY because his full team have counter on... Seriously ghost is perhaps the most important perk you could use if your not a camper.
