A while ago I acquired every lot of land except for the one in Dawnstar... I completed the so called Nightmares quest and to my knowledge completed the "Kill the giant" quest because there is no giant camps left that aren't cleared, yet when I go to speak with the Jarl there is no dialogue to purchase the land or become the Thane. Please help me resolve this problem will +rep.
Possible solutions: Delete and re-install Heathfire?

What level are you? The "Kill the Giant" is level dependent and even if you clear all Giant places prior, unless your the proper level you won't get the quest and thus won't get the land.
