Can u give people mods like cars,godmode,fly,and things on free mode.

I know that you can give guns to people and I know about God Mode too. Those are the only ones I am positive about but I don't think you can with fly.

No you can't give others mods.

You can give them the following though:

Guns/Armour
Cars
Neons
Modder Protection (Protects from fire, car deletion, etc.)

That's all I can think of off the top of my head :/

The only I know of are cars.

But i haven't had much experience though.

I may be wrong.

I believe that menu would be XMC v4 Admin Addition
